With reference to my Despatch No.3 of the 5th in-

stant

I have the honour to forward to you herewith

translation of a Note from the Wai Chiao Fu to the ef-

fect that telegraphic orders h we been sent to the au-

thorities of Kuangtung and Kuangsi to ensure the protea-

tion of travellers on the West and Pearl River s.

to His Excellency the Governor of Hongkong.
